Abstract With culture industry as it's core, the development scale and degree of creative industry has been an important standard to weigh the synthetical competition of a country or region. The forerunner countries such as the U.K., the United States, Japan, Korea, Australia, Singapore, etc, have brought the development of creative industry into effect as a state strategy. The creative economy tidal wave is coming under the condition of economic globalization and information. The creative industry is a brand-new conception in our country, and its development mostly centralizes in the developed areas such as the Peral River Delta, Yangtze River Delta, Hongkong, Macao and Taiwan. It's the intention and purpose of building new-type country and roundly carrying out the scientific concept of development to develop creative industry, waken the driving effect of the creativity. The creative industry is an intellective and sunrise one with high additional value and highly driving one. The creative industry will play a decisive role in the development of tourism. The tourism creative industry by amalgamation of creative industry and tourism industry wiU be an important factor that will accelerate the healthy and rapid development of tourism industry.
The cultural creation infuses the new elements of conception, sensation, and quality into the tourism industry. The tourism creative industry is based on the perfect amalgamation between creative elements and tourism element. The tourism creative industry relies on the apperceiving degree and serving of tourism element and novelty degree and experience of creative element. On the base of infiltration of both sides, they construct the bridge for the tourism industry by creative conception and advance the development of tourism industry. In the paper, the developing condition and emphasis of tourism creative industry of Jilin Province is discussed by analyzing the character of the creative industry and the function and lifecycle of the tourism creative industry, including five aspects: 1.to establish two tourism creative zones including Changhai Mountain ecotype tourism creative zone and Changchun-Jilin tourism creative zone. 2.to infuse the creation conception to the exploitation and producing tach of tourism commodity. 3.to organize the tourism festival activities of the province with innovating thought. 4.to carry through the propagandizing and sales promotion of tourism product of the province by tourism creation. 5.to provide the support of policy and talent for the development of tourism creative industry of the province.
